High levels of unemployment and widespread poverty characterize most
regions of Somalia. While in SCZ poverty is driven mainly by the overbearing
conflict, in PL and SL inadequate economic opportunities are a predominant
cause. Oxfam Novib believes that within the framework of this Action,
responding to the lack of economic opportunities in SL and PL will yield
positive results, whereas the space of work in SCZ is too limited. This means
that inevitably, the geographical focus will lie on Punt-land and Somaliland
only.
This unemployment could be reduced through
providing quality, marketable and relevant skills to the unemployed so that
they can be easily placed in the relevant potential employs interested in
utilizing their skills and knowledge. Moreover, life skills such as leadership
courses should be provided to the youth in order to enhance their career
development. The final beneficiaries will be the youth in general. The training will create momentum through peer-to-peer exposure and more youths
will become interested in participation.
Oxfam Novib and the EC have entered into a
partnership on a project which formally started 29th November 2011 for a
duration of 30 months where KAALO in Puntland & HAVOYOCO in Somaliland are
the 2 Implementing partners for this project. This intervention has two main
components: 1) the improvement of competencies and capacities of Somali NSA
targeting 2 implementing partners and 10 beneficiary CSOs to implement
vocational skills and life skills programmes that will enhance youth access to
employment; and 2) to increase public awareness and civic education of Somali
NSA through dialogue and information sharing with the local business
communities and local authorities in Somaliland and Puntland.
On July 2nd 2012,
USWO and HAVOYOCCO together signed project contract on strengthening capacity of civil society organizations to
provide life skills and vocational training for the youth.
USWO has
made an advertisement of the youth skills training opportunity through
local news press to reach the widest possible target youth. The aim was to
encourage youth to apply for this skill related opportunity to earn job in the
future. USWO selected the two most
circulated newspapers in Hargeisa which are: www.hadhwanaagnews.com and FOORE local
news press and had published 10 days for the advertisement of youth skill
training opportunities. A registration of more than 180 trainees is included as
a major part of the activity.
On August 19th 2013,
USWO tested learners and checked on development of competencies for those applied and fulfilled the admission criteria. A one day
of test examination took place at African Institute of Development and
Management (AIDAM) in Hargeisa. The total students attended for the examination
were 128 with the presence of project selected steering committee members from
HAVOYOCCO and the other ECVET project partner NGOs. Below is the summary of the

Achievements
reached:
USWO
developed an informative content with its own criteria and requirements and
publicized it through local media press for 10 days.
Within
an accurately reflected feedback, USWO has registered more than 200 applicants
and finally a total number of 128 trainee applicants have attended and sat for
the entry exam in categorized with accounting and journalism courses.
The
entry exam of both subjected skill training courses has resulted in finding out
the required number of top 50 trainees (25 trainees for each course).
The
challenges, which we always encounter in accomplishing advertisement, entry
exam and selection, including the very difficult process to satisfy each
examined applicant through the exam results fixed on, but finally USWO staff
shared every one with sections of the examination worksheets by explaining the
right work needed in the exam.
Thanks to HAVOYOCCO local project staff
for their active, honest and regular communications; as well as, their
respectful collaboration and technical support with us for successful
implementation of the project.
N.B: In each exam result sheets, the first top 25
students will be the considered as the selected trainees in each areas of the
skill training which are: Accounting and Journalism.
